This is assumed to be a token of the foundation Cambio, a charitative organisation, active in several countries, including The Netherlands and Belgium. Since the text is in Dutch and the obverse looks inspired by the Dutch gulden and includes a broom, it is assumed to be related to the donation of old (pre-Euro) money to the foundation, shortly after transition to the Euro. One of the ways Cambio raises money for charity is by collecting foreign cash.
