VOT XX MVLT XXX means Votis Vicennalibus Multis Tricennalibus - vows (prayers) on the twentieth anniversary [of the emperor's rule], more for his [hoped-for] thirtieth anniversary.

Multiple emperors used this reverse. Unfortunately there isn't much of the obverse left, especially not the legend, to correctly identify which emperor it is. Yes, actually I took a closer look yesterday and the mint says TSA for sure. But I still couldn't recognise the emperror and did not find any similar coin with TSA mint.
maybe this coin?

Without being able to read the emperors name there's no way to tell for sure. I do think I see an L there which would make it Licinius and the portrait could fit but this is just guessing, not knowing.
