I am struggling with this one.

Looks lika a coat of arms with a cross 

the only visible lettering is “ST”

tried weight+diameter search but  couldn't find. One side looks like Banate of Severin.

 

Any clue?

Probably billon, not silver (coating falling of)

The dark spots could also be remnants of the original surface that didn't get altered by the cleaning.

 

My guess some Hungarian Quarting or Obol.
