Why is this standard circulation rather than circulating commemorative?

Wouldn't this beauty be a commemorative as it, well, commemorates an event? 

I don't know but it it were it would be the only one out of the 30,358 coins in the Roman Empire (27 BC - 395 AD) catalog.

Is that distinction not used in ancient coins? There are a  number of coins that commemorate an event so it seems reasonable to label them as such.
