I just accepted request of creation for Cuban Revolutionary note issued by Movement July 26th. 

 

I would like to have an issuing entity listed to add to notes, as I will add more issued by same Revolutionary group. Not sure if I must ask for it here or must be on notes catalog section.

No, I guess it may be an issuer entity. Was the Revolutionary movement that reached the victory of Cuban Revolution, on Jan 1st., 1959; First Republic was the lapse from Independence on 1902 till Revolution on 1959.

 

My doubt is if it can be considered an “issuing authority”, as they issued the notes to finance the revolution.

Hmmm… As I understand, “ruling authority” defines the moment when something is issued, and “issuer entity” identifies who was the one who issued it. Therefore 1st. Republic did not issue currency, but defines the lapse of years 1902-1958. 

 

During 1st. Republic, National Bank of Cuba issued coins and notes as part of the Government. But also the group “Movimiento 26 de Julio” (July 26th. Movement) issued their notes to finance the Revolution. Of course they were not authorized to do it by the Government and prosecuted for their illegal activities. 

 

Again, my question is if Movimiento 26 de Julio may be considered as issuing entity, in spite it was not authorized by Government, and even prohibited. I think it may be considered similar to wage tokens issued by farms to be used to pay their workers and they used in the farm stores.

Nope, ruling authorities are those who legally allowed émission of the coin.

 

I suggest to add Movimiento 26 de Julio as RA

An example in France when a pretender Charles X issued coins in parallel with Henry IV official coinage

Ruling authorities are not simply “periods” as we clearly see with Civil wars cases
