What is the SP PL on the 2019 D ?
It's a regular strike issue which had a Proof Like (PL) finish. It's still clad (no silver content).
Some of those came out of the "Rocketship Set" back in 2019. This was a set that was intended for kids. It looks like a rocket ship and glowed in the dark. It contained a few coins. Here's the original page directly from the U.S. Mint: https://www.usmint.gov/rocketship-2019-19XGC.html

Except the link you posted doesn't say anything about proof like finish. Just a normal uncirculated coin. So isn't that year line just for the packaging which shouldn't be.

The PCGS link I provided definitely uses the “PL” designation. But I believe you are right in pointing out that it's still just a normal uncirculated coin issue.
To add to the confusion, some TPG's (like ANACS) refer to this issue as “SP PL” which of course means that they are treating it as a Specimen issue with a Proof Like finish. See image below:

However, I would tend to say that it's just an uncirculated issue like you mentioned. TPG's love their fancy designations because it sells more coins. 😀

The others PCGS describe as Rocketship Set (Regular Strike) https://www.pcgs.com/coinfacts/coin/2019-d-50c-rocketship-set/755997 So we're still left with that year line should not exist solely for different packaging (unless they were Australian of Canadian coins).
Now, for some real fun…What is the Enhanced Uncirculated 2019P year line here N#155679 with a mintage of 50,000? Can you check your US Mint links for that?

See my post above regarding ANACS. I don't think it's a “packaging” issue. I think it's more of an issue regarding how different TPG's want to treat it (even if it's more of a marketing gimmick). I'm totally fine with leaving “PL” off because I don't think it adds value (which I believe is your main point).

The U.S. Mint website actually does refer to it as “Enhanced Uncirculated”. You have to expand the “Specifications” section and here it is:

Also, the description in the URL above says: “Elegant tri-fold presentation folder holds a special enhanced uncirculated 2019 Native American $1 Coin—available only in this set!” Admittedly, I have no idea what makes it “enhanced uncirculated”. I don't see any further explanation of this in the Red Book (2025 edition).

That year line needs to be absorbed in the 2019D year line whose mintage of 1,700,000 (6,100,000 according to PCGS?) already includes the 50,000 in the special packaging.
It's really quite simple, what had a mintage of 50,000, the coin or the package the coin came in?

That makes sense to me, especially since the Mint didn't clearly label it as “PL” in the OGP (original government packaging).
Wow! Obviously, someone realized some increased profit from just a label . I have that 2019 Uncirculated set just dont know what line to plug it into ---or if it matters. Is there somewhere that shows metallically the difference in such a label. I've seen it before here and there and it perplexes me to some degree.
What I really want to know also is what the hell does “Circulation quality not released for circulation” mean?
