Most of the difference seems to come from die pressure, the 2nd one has more detail because the metal could flow better into the smaller cuts like the seeds. You can see many of them faintly in the first picture and clearly on the 2nd (not saying there couldn't be small differences in dies over decades). But I haven't measured to details on the net if they could be explained the same way.
Out of the 146 pieces I have, I found three that are minted with the year 1991, and I tend to agree with you on this. As mine are circulated it is hard to tell, as it seems that I may have one each too. I just checked the local catalogue and there is no mention of these two varieties.

Look at my coins from each year, please, the 1990 is with 4 and is then a type 2.
I would like to see an image of the type 1 from 2008? Up to now, I'll not change my documentation.
