From what I see online all country changed design in 07 apart from a few that admitted production and recalled them

All info I can find I will paste below

If someone more knowledgeable can chime in id be very grateful

In 2007, several euro countries produced coins with an error on the reverse, specifically using the old map of Europe instead of the new one that included future member states. This occurred in Germany and Portugal, where some 2007 coins were mistakenly minted with the old map. Finland also had an error, using the new map on a 2006 coin. These errors are considered valuable by collectors.

Specific Error Details:

  • Germany: A German mint produced around 200,000 20-cent coins with the old map in 2007.

  • Portugal: Portugal also produced coins with the old map in 2007.

  • Finland: Finland mistakenly used the new map on a 2006 2 euro coin.

Identifying the Error:

Old Map:

The error coins will feature the old map of Europe, which does not include all the current member states.

Year:

The coins will be dated 2007 (or 2006 in the case of the Finnish coin), even though the correct version of the coin should have the new map.

Country Specific:

Each country had its own distinct design on the reverse side of the euro coins, so the error will be specific to the country of origin.

Value to Collectors:

  • Rarity: These error coins are considered rare and are sought after by collectors.
  • Mule Coins: These are often referred to as "mule coins" because they combine elements from different versions of the coin.
  • Increased Value: Due to their rarity and collector interest, these coins can be worth significantly more than their face value, according to some coin forums.

Normal 2007 Italy 1 Euro coin. Italy went to the 2nd map in 2008.  Still worth 1 Euro though.

Map change on 1 euro coin:

Austria - 2008

Belgium - 2007

Finland - 2007

France - 2007

Germany - 2007

Greece - 2007

Ireland - 2007

Italy - 2008

Luxembourg - 2007

Monaco - 2007

Netherlands - 2007

Portugal - 2008

San Marino - 2008

Spain - 2007

Vatican City - 2008

Countries were allowed to go to the 2nd map on 2007 coins and required by 2008.

The German Hamburg Mint also issued 600,000 copies of this €2 Commemorative coin in 2008 with the old map.

So I bet there are plenty of them still out there. I got one from Ebay a few years ago for about €10

They realised the error and went on to make a further 9,000,000 of them with the correct reverse.
