Just search banknotes with the denomination value and year and you will surely find it. For the value, in this condition probably closer to nothing then to much.

Absolutely no idea, sorry. 

Just from my point of view of a someone with little interest in Russian notes, you would need to gift me that note for me to accept it (and I would still hesitate). Notes in higher grades seem to be relatively valuable though.

This is a 250 Rubles banknote from Turkestan, issued during the period of the Provisional Government / early RSFSR (circa 1918).
On the front, the inscription reads “ВРЕМЕННЫЙ КРЕДИТНЫЙ БИЛЕТЪ ТУРКЕСТАНСКАГО КРАЯ” (“Provisional Credit Note of the Turkestan Region”).
