Help with ID of Two Asian notes

Hey everyone 

I got two interesting notes in a grab bag and I am wondering if someone could help me with ID. I suspect the larger red note might actually be some kind of ration card. Any way, any help would be appreciated thank you.

The bigger one is a  lottery ticket of “Patriotic lottery” issued by Taiwan .
