Referring to the same design, as described on Numista, for the 1 cent coin of the same year, credit is given to designer Geoffrey Colley. Following the reference on Numista to 111 works of the artist, some 6 or so other coins of the same country with the same design are shown for Geoffrey Colley.  My 5 cent sample, in hand, reads not CC, but GC under magnification on the stereoscope.

Somehow the Numista reference for the 5 cent reads “CC”, asserting that same stands for Caribbean Community.

With naught but Numista as my source plus my own observation and experience for judgement of likelihood, I doubt the 5 cent entry's correctness.

Is it not more likely if it checks out for Geoffrey Colley so many other times that the 5 cent would likely fall in line similarly?

Cripple money spends, ipso jure!

Whence onus of able gesture, then?

Painted smiles!

Zooming in on the image on the coin page I can't make a clear statement about what the letters are, but it seems clear that the first and second letters aren't the same. CG seems likely.

The clearest picture of initials is on a different page
