It's a souvenir, not a real note. Really, it's just a nod to Stalin.

 

«Жить стало лучше, жить стало веселее!» (Life has become better, life has become more fun) – a paraphrase from Stalin's Nov 17, 1935 speech at the First All-Union Conference of Stakhanovites.  “Life has improved, comrades. Life has become more joyous. And when life is joyous, work goes well.” The phrase had been used as a slogan for over 20 years and it still very much recognized by the generations born before the break up of the Soviet Union.
