Because the definition of Standard circulation coins is “Coins intended for circulation.” These coins were intended for circulation and were not commemorative so where should they go? What list is being cluttered?
I think the solution here would be to add a ‘non-issued coin’ type like there is for banknotes, assuming we don't just want to file them under non-circulating coins. As a circulating coin collector, I'm not really interested in having to scroll past all these types that will never be relevant to me.
