Why is the obverse description in German and in complete sentence form? 

I really dislike the assay style banknote descriptions we have on many pages. Yes, they are style guide conform but they don't really fit right in the page arrangement and I usually don't want to read 500 words to find simple information that could have been communicated in 50 or less.

I agree we should discourage such descriptions.
Our general guidelines recommend “concise language”. The guidelines specific to banknote descriptions recommend to “avoid using articles, pronouns and verbs” and give a clear example at the end.
