Might be a stamp with security ink. The kind that is one color if the paper is real and another if it's counterfeit.  Just taking a stab at it.

I can just assume that it's somehow may be connected with the last Ukraine events.

I suppose that is stamped deliberately to deceive inexperienced Bonists. But remember how I came across a banknote printing Hong Kong U.S. $ 100, allegedly claimed that the note did stamp specifically for walking in the country and not outside it.
