  Even though it is (now determined) a Taiwan coin, the numbers found in Numisdoc

can be used to find the year. Look for the symbol meaning Date/Year then that is the end of the characters - so the first four are the Emperor and the rest (1 2 or 3 numbers) are the Year.
                         
 The row of characters here are right-to-left; can be the other way round; as long as remember the Year symbol is at the end. So on your coin the numbers are 7 10 8 which are meaning (7x10)+8 = 78 Year. Which is why the Year symbol is needed at the end, otherwise they could be 8 10 7 meaning 87 Year.
