I disagree, don't start with where you live. I suggest you start by getting a couple of bulk lots and collect EVERYTHING. You start by getting everything you can, from there you find out what you like and then you can start whittling down your collection, swapping and selling the rest of your coins to fill the area you've decided to concentrate on.
What themes do you like, is there any in particular?
Many users like Ships and Nautical themes. Others focus on historical periods WWI, WWII, Revolutions... Other simply love some countries in particular.
So, if there is a theme you like simply ask for countries with coins with those themes as the community will fill you in with lots of info about coins and countries with your desired themes; like ships? Here is a perfect example:
The easiest and cheapest way to start coin collecting is as other people have said, collect from your own country, probably start with circulating coins by year/mint etc. That way you're only paying face-value for the coin. Or buy a few bulk lots, they're generally a great source for picking up coins from country's you don't have, they can be quite cheap, and you may even get lucky.
My main is UK decimal circulating coins, by year.
This expanded to pre-decimal, by year.
It then expanded to George VI, initially by year, but a lot of the coins are silver which I found quite expensive and difficult to get in any decent condition, so I cut that collection back to type only.
And then all monarchs back to Victoria.
And following from that I have World and Euro collections going on, all by type.
After collecting your own country's coins you may want to collect for a certain theme? Coins with boats, animals, plants, etc.
Or you may go for a specific country or continent.
Or you may go for a certain type of coin, bi-metallic, silver, commemorative, etc.
That's what's so good about coin collecting, there are so many different subsets out there.
You will probably find that your collection and main interest evolve over time, so I'd start out quite flexible, rather than specific. You can always trim down your collection or specialise later.
