1903 Indochina 20 Cents BUT... .680?

I'm left clueless... I strongly feel that this coin is in fact genuine as the weight corresponds approximately, given the hole, however I may be blind but I can't find any mention of debased-composition silver coins in 1903.
it should, according to research be .835.
Anyone have more of a clue than I?
