​Good morning, Pott. The staff is the Caduceus, or Wand of Hermes, the Ancient Greek god (Roman = Mercury) of commerce, travel, and communication. But also healing. Though the head is not of him, as he would have a winged hat and no beard. The caduceus appears on coins of the island of Skiathos, and the historic regions of Thrace and Pontus. Though not in the form on your coin. I cannot, as yet, find any like this one.

I wasn't sure if the staff was a caduceus without the snakes on it.
I hope someone can recognize the head. I have a heck of a time distinguishing one ruler from another.

Apparently I had the reverse upside down and it is a very worn trident, with swirly things and dolphins.
