Are these proof or not?

I have these coins and noticed they had a different look than others and found that there are proof versions of them. I could not find a good way to tell if they are proof or not so hopefully you guys can help me.

if you had made better images it would be easier to judge.

Anyway, single coins like those can not be proof (would be in sealed packets with a certificate), but they can be UNC, I'm not saying yours are, because of  the low quality images!

New lipa coins are quite shiny you can see a bad mirror image in them (but you can't see any details).

I, myself, looking at Croatian coins, often wonder if they're proof or not. Many of them certainly have that look, especially the 5 Kuna bear.

Those look like Uncirculated coins.

Croatia is replacing the Kuna as from 1 January 2023 with the Euro.
